Tagging property can be vandalism, as can be smashing the window of a car that is not your own in a fit of rage.

It’s unlawful to damage, deface or destroy property that is not your own. (Penal Code 594) It’s even unlawful to possess certain tools, like a glass drill bit, carbide drill bit, glass cutter, grinding stone, “awl,” chisel, carbide scribe, aerosol paint container,or any other marking substance, with “intent to commit vandalism or graffiti.” (Penal Code 594.2)
